If trick or treating is popular where you are, then you could also walk around with their children and keep a much closer eye on them as they all go trick or treating.
You can check on their children permanently placing a child alarm on them. Such an alarm will sound when you are outside a safe radius, say, 10 or 20 meters. Keep your kids safe with such alarm, but do not stifle them with coddling, or you could be struggling to keep the alarm. Get an alarm that will not interfere with their walking and having fun.
